Voltz runs over Bukkit or Vanilla?

So, Voltz runs over Bukkit or Vanilla?

Thats my question, because in server edition, I didn't saw the "plugins" folder. And I want to add some plugins to it.

First, do calm down. Bumping is not terribly appreciated around here.

Second, think about it, which is more likely

1. Voltz is using bukkit for the server, but for whatever reason didn't create the plugins folder.
   
2. Voltz isn't using bukkit for the server.
