Redpower2 Fake player

I currently run a Tekkit Lite server. Many of the players have been using block breakers to grief other players. Do you know if RedPower2 has a current version that supports a fake player or a block breaker blacklist?

I usually ban block breakers. 'But they are for cobblestone generators or makes it easier to make obsidian' you might say. There is thermal expansion for that. Why do you allow block-breakers? I've only seen them used for cobble gens and duping/griefing (frame quarries are really rare or usually banned).
