Nerfing Nukes

Does anyone know of a plugin or is willing to make one to nerf nukes, Such as, i want the nukes to be able to destroy reinforced stone and glass, but i want the radius of the explosion to only be 3-5 blocks

Do not tell me to look at the IC2 Config as that is not how i want to nerf them.

What you want is similar to what this guy wants, please read my post over there as my solutions would work here as well
