Server mods.. Help Needed

Ive noticed some of the servers Mods arnt working like balkons weapon mod ( loaded from the tekkit server pack) and it wont allow us to create ANY weapons in that mod it shows we can but it wont allow us and our OP friend it tells him " no such item of id """ " and we are running a vanilla personal server any help is GREATLY appreciated

It needs to be a tekkit server.

sorry for the late reply, it was an operator error (he was trying to be a know it all till i had to drive over to his house n look *insert bad name here*) but thank you for the input n hopefully you can help me on my next problem

i have a question i started a galactic server ofline with a friend and we have a router i can set up a server but i cant spawn items or make the items it says no such item id i checked and i have all the mods how do i get the items
