Title: Redstone Conduits incorrectly transferring energy

Description of Problem:
I have a Redstone Energy Cell, three Conduits and a Steam Engine set up like this:
In theory, this shouldn't work, because both the Engine and the Energy Cell's's conduit are set to Blue. But small amounts of energy (5 MJ per stroke) are still going through. If I use the Crescent Hammer to set the Conduit attached to the Engine to Orange, I get the correct amount of energy, which is much more.
