Permissions not allowing defaut to build/interact/speak

Ello guys! This problem has been driving me NUTS for the past day or so as ive tried tons of things to get it to work correctly and now I lay my problem at yalls humble feet heh. Im using the new tekkit server v 1.0.6 with PermissionsEX( v1.19.5) with MCPC+ (new build C448). The plugins I currently have installed are Buyregion, Chestshop, Essentials, EssentialsChat, Essentials Protect, Essentias Spawn, Factions, Modifyworld, NoItem, PermissionsEX, Plotme, Plugman, SDFEconomy, Vault, WorldEdit and WorldGuard. Here is a paste of part of my permissions, the default group (peasent) cannot build or anythin, however the next group that inherits from it (initiate) can do it all just fine

The issue is modifyworld. Initiate can build because they have modifyworld.*. As a side note, this has nothing to do with tekkit in any way.

I know it doesnt, I was merely hoping someone could assist me, and if you look closer in the Peasant Permissions they also have a modifyworld.*
