Question About Ores

Which mod/config/setting/whatever is making all the "rare" ores (diamond, lapis, redstone, etc.) appear everywhere all the time and at all elevations?

If I remember correctly, it's CoFH core for Big Dig. I'm not sure if Hexxit has the same thing.

Yes, it does, almost. I was playing around with it earlier. It's the world file, not the core.

Open C:\Users\User\AppData\Roaming\.technic\hexxit\config\cofh\World.cfg (default location, yours may be different if you set Technic to install somewhere else) with a text editor and you can change the elevations, cluster sizes, etc. of the ores.
