I have, but they wont give me any of the mods for some reason so I was thinking, is there a way to manually install using multicraft hosting panel

Unless you have FTP access there really is no way to change the files reliably. If your host won't let you try another one.

Stop the server, change the Jar to a modded one (MCPC+ if you want plugins) then start it again, and shut it back down. You should get the mods, core mods, and config folders. From there you just have to copy and paste the mods and configs from your client to the server folders while making sure to leave behind the client side mods like NEI and inventory tweaks. From there start the server again and with luck you wont crash. If you do then it's a whole 'nother can of worms.
