Help with Flan's mods

So I want to install flan's content packs to my modpack. I did the installation right, but when I load the pack, Flan's mods dosent load. I don't know whats wrong, I tried everything I could but it just won't work. Can someone help me?

P.S. the same thing happens when I try to use Railcraft

Remember, your mimicking a minecraft installation. Make a folder in your mod pack zip called Flan and put the content packs in there.
