No Modpacks showing up

Description of Problem:

I go into technic launcher and there are no modpacks. No Voltz, tekkit, and of that. All it says is add modpack and then I need the URL. How do I get all of that back? I have tried uninstalling it numerous times and it still doesn't work. What do I do?
