Lots of items are missing like treetap, rubber, electronic circuit

This is not a technic launcher bug, you actually got to the Mojang screen and managed to create a world.

Are you running Tekkit or Lite/Classic? Tekkit doesn't have IC2 items, which you would know if you had bothered to read the modlist.

If you are using Lite or Classic then please make a bug report in the Lite or Classic's Bug report section.
