ok so download and install the technic luncher and i cant download from there any thing.

This happens when the launcher can't connect to the internet to fetch the list of packs.

Have you tried running the launcher as the administrator? That's the first thing you should try.

i did it and now it say:

do you have an anti-virus or firewall?

because if you do, that could be keeping Technic from working.
