Description of Problem: The more moderator-suited commands such as /kick, /god and /heal aren't available unless to anyone who isn't an actual op (using the /op command). Even if their group has the permission, they can't use them without being op. The commands which can't be used are still shown in /help, well some are, some are just left out entirely despite having the permission. Some less moderator-suited commands, like /getpos, still show up in help and work fine.

So as I've already said, half of the permissions just don't want to work, even if they are set to true in their designated group. However, physically giving a person that permission (for instance, 'essentials.kick') will allow them to use the associated command. I've got very few plugins, so I triple checked each of the plugin config files to see if they were noticeably affecting the permissions. I'm 99% certain that they aren't. After hours of figuring this out, I'm now just posting on the forums to see if anyone else can fix this. I'm quite good with this sort of stuff, so I'll be impressed if anyone can fix it without some deep concentration.
Anyway, someone please help, this is a real pain and is putting a complete halt to getting my server live, as I've promised a few people. If you need any config settings or log files, just ask and I will upload them to this post hopefully quite fast.
