When I get to 100% while downloading my modpack it restarts downloading

Operating System: Toshiba Laptop

Java Version: Version 7 Update 45 (build 1.7.0_45-b18)

Description of Problem:

When I am downloading my modpack when it reaches 100% it restarts. When my friends tried the same happened.

I know there is 2 things I may have done wrong when making the modpack though although. 1. Is that I deleted the config folder because I had no configs and 2. was that some mods add folders that you drag into the .minecraft so what I did was I put it next to the bin and mods folders(not inside them)

If I did make mistakes here can someone tell me what I did wrong thanks.

Well if you built the pack wrong and know, why are you asking for assistance? Rebuild the pack properly and see if issue persists.

You see I thought I built it right but those are things I may have done wrong and I need someone to clarify is it because I built it wrong or because of a launcher glitch and maybe get help on how to build it properly

Regardless, the pack needs those things, such as config folder (How does the pack have no configs? That would cause issues because mod blocks don't know what they should be) and mods that add to the .jar file have instructions on how to be added to the pack. Please refer to the modpack building guide for file layouts.
