I put the Worldguard jar into my plugins folder but when i start up my server no config file shows up. I also tried Essentials and AntiCreeper, it just stopped working yesterday, i'm running tekkit.

Operating System:Windows 7
Version of Java:1.6.0_29 (i got it from http://javatester.org/version.html)
Description of Problem:
