My modpack for 1.6.4 doesn't work

Once I have downloaded the modpack it just gives me vanilla, can anyone help? I make the file with bin, config and mods, get forge and code chicken core and put them in bin, get not enough items ad lucky blocks ad put them in the mods folder. Then I make it a zip and put it on dropbox.

I copy the link address and paste it into the modpack location box, save it, get the pack and it just gives me vanilla. can anyone tell me what i'm doing wrong?

The only thing that belongs in bin is Forge as modpack.jar. Any more debugging will require your pack link.
