hey guys! so I just downloaded the mod pack! and I was wondering if it is supposed to be in version 1.6.4? if not then can someone help me update it?

yes but that will take a long time considering 100+ mods have to be updated and there changes dealt with to make them work together. its going to be a while

That's the crux of it right there - all the mods in this pack need to have version 1.7 variants, and they don't - until they do there's nothing the guys here can do.
