I would like to know what the thing that bdubs uses to request blocks is something like an ME terminal?

You mean the item transport pipes from project red?

The block specifically is the "Item Request Pipe" and it's from "Project Red" - you would need to set-up a storage system (generikb offers a video early in the bteam series) though for it to actually work as it isn't magical.
