Wear it and find out. I should imagine it's just a randomly generated name for an item, nothing special.

I guess it gives you an hidden power

items ususlay have names that fits with their special stats, like "The Mace of Lamest Stats in Game" (+1 minimum dmg)

When I put it on, with no armor or anything, the stats still seem to be hidden.
