Can´t get technic launcher to work

Operating System: Windows XP Professional Version 2002 Service Pack 3

Version of Java: Version 7 Update 4

Description of Problem: I can´t open up even the Technic Launcher the first time, right when I download it. I try to open it, then a menu pops out with an error.

Antivirus program: Microsoft Security Essentials

Error Messages: "The application failed to initialize properly (0xc0000135). Click on OK to terminate the application."

The problem is, there is no .jar file nor the folder (I know where it should be, in %appdata% folder). Installing the .NET framework again changed something, but now it says this message: "Unable to find a version of the runtime to run this application." Please help.

it can't find your java. Try reinstalling java but make sure to install it at the default directory.

Can you please write where is the default directory? Because i´m not sure.

Re-installing the Java didn´t help. Any other ideas?

Sure. As far as finding your bin directory, I also don't run a Windows XP machine, so I couldn't tell you.
