No packs download

Hi, I haven't used mods and modpacks for a while, but I've gotten back into them and when I went to use Technic Launcher, no packs, not even the ones that I have already played, work and instead come up with the error:

 

Error downloading file for pack: [PACK]

Failed to download https://libraries.minecraft.net/[DIFFERENT LINK HERE EACH TIME]

Please consult the modpack author.

 

I am running Technic Launcher in administrator mode with compatibility mode on for Windows 7 but it still doesn't work.

Please help!

OS: Windows 8.1

 

EDIT: OK I was wrong a bit, I can use packs (and update packs) I have already downloaded.
