tekkit server mod disable

i have looked over all the post about disabling the mods but when i go into the config folder and look for the modloader cfg file its not there. i have the newest server setup

Just remove the mod from the mods folder.

i have tried that. the server crashes if i do it that way

There is no modloader.cfg to be found. Last time I downloaded the launcher it was there, I deleted the .technicpack. folder and installed it again and it didnt downloaded, it is not there
