fix i found: http://www.vps-solutions.co.uk/bukkit/nei/AlienX-TEKKIT_BUKKIT_NEI_FIXES-v1r2.zip

you need to go in your NEIServer.cfg in the config folder and put in the permissions

load-state=OP

so only ops can load item states
