Modpack updated to 7.0.4.

This modpack has been recently updated with one of its biggest updates yet. The server has been wiped for this update, but only worlds. So all economy, mcmmo levels, factions, claims, etc still remain. Permissions for all ranks is fixed. Rank 1 can now join towns and factions. Rank 3 can create them. There is now a limit on mobs (64 per person per world) and (8 hostiles per chunks and 16 passives per chunk).

Added a few new plugins and fixed permissions for all ranks. Rank 1 can now join any town or faction. Rank 3 can now create them. This was what it was intended to be but we missed some permissions. All worlds unlocked for home saves, we had it set to permissions based to manage towny and factions but it only complicated things with the modded worlds. So thats all fixed now.

Update 5.5.1 was released to address FPS issues. Through removing some conflicting client mods and optimizing some others i got a 260 FPS increase on my end. Hopefully this addresses everyone's low fps issues client side.
