A state cell will give out a constant redstone signal on one side. You can set how many seconds you want it to be active.

Also sorters don't need a redstone signal to sort. Just blutricity. Here's a video for my sorter. It has a 120 item per chest capacity. It can be shrunk if you only want 40 items per chest.

Maybe it won't load the nether unless a person loads it? I've noticed no chunk loaders work in the nether. Only a player can load the nether and keep it loaded. Maybe it treats a cart loaded with a player as an item? -

You could use transposers where the water is. If powered by redstone they'll suck in a 3x3 square of items in front of the input hole. That should gather all the items for you. Would need red alloy wire and a timer. -
I've disabled IC2 armors and weapons on my server because they make the already trivial aspect of monsters basically non-existant (EE is also disabled). Anybody know of a good mob plugin I can add to my server, so I can enable the IC2 armors and weapons? These mobs need to be able to kill someone wearing full quantum. Sucks to have new armors, but can't use them cause they're so friggin OP.

Also maybe try the sorting machine from redpower. It will color code your items, and then you can paint your pipes. Much better way of sorting items. I currently have a system that has up to 120 individual item sort capacity for each of 5 crystal chests. I can sort everything that doesn't have a damage value. ... Well except for the microblock stuff. lol -

There's a feature of ... i think nolagg that will auto stack items on the ground. I use that on my server. It's awesome. So if you have a spill of items it will just stack them until there are a few 64 item stacks sitting around. -

What you can do with world anchors is disable their use, placement, and breakage with permissionsex, but allow the same for admins. That's the approach I've decided to try. Only I can place anchors on my server, which severely limits the amount of automated machines a player might try to have running. I put anchors in small cities and then I have placed a couple anchors in our 'quarry' area. Funny thing about buildcraft vs redpower, the more I play tekkit the more I find myself using redpower. Redpower systems just feel inherently smarter than buildcraft. Also the sorter is so much more powerful than the diamond pipe. I have a sorting system with about 15 sorters x 40 available item sort slots. That's a lot of sorting power!
