Treecapitator Not Working In Hexxit Server

I started a up a server so that my friend and I could play together, but Treecapitator does not seem to be working whatsoever. We both have 1.0.10, and the server is 1.0.10, and I have tried everything to fix this. I tried deleting my Hexxit folder and reinstalling the pack, I tried re-downloading the server, I tried deleting the Treecap config file, and even tried changing stuff in it. Please help. :(
