My own server won't recognize any command

No matter what command I try to type in it says "unknown command". Simple things like /op [player name] will not be recognized.

Tekkit Classic is the only server I'm having this trouble with. I have the latest server file. I deleted and re-installed it, but it hasn't helped.

Then when I join the game it'll be fine for a few minutes and then suddenly I can't harvest blocks anymore. They immediately reappear and lag is not the cause. Relogging doesn't help.

Any ideas?
