The pack is vanilla instead of forge 1.6.4

So I tried to make a pack

First try the pack failed to download a file: https://www.dropbox.com/s/7l97u1t8vu3bga2/modpack.zip?dl=0

then I changed it to: https://dl.dropboxusercontent.com/s/7l97u1t8vu3bga2/modpack.zip?dl=0

it started minecraft but without forge

What do I have to do? What did I do wrong? Please HELP!
