How do you disable items in a tekkit server?

I use permissionsex + modifyworld. Most servers use some kind of a recipe manager. You can also disable items in some of the mods configuration files.

I've tried using recipe manager plugins. Some of them work on the items above the 1000 ID range, but fail to prevent items in the 200s like terraformer. I've decided to convert my permissions to pex. It's worth the investment to have that kind of control over the server.
