Turning off philosopher stone's second use?

The spawn on my server is made of sandstone. :/

and people with the philosophers stone can change it all into gravel. Is there a way to remove that function of the philosophers stone?

Try making it out of something that can't be transmuted in the world, otherwise I don't think so.

You can try debug mode of permissionsex & modifyworld to see what permissions it looks for when performing the action, then disallow.

Cut the sandstone into panels or covers and place those instead. Yes it's a lot of tedious work, but it's the best way if you don't want to disable p-stones completely.
