Mods not working correctly on server

On my server, none of the mods work. For example, tree capacitor is not chopping down trees. Another example, flans guns will not reload nor fire. Another example, cannot place any non-vanilla blocks down. Any help?

Sounds like you are starting the minecraft_server JAR file instead of the Forge server JAR.
