can run tekkit but fps sucks

Description of Problem:

i start launcher select tekkit then go into a single player world after it starts the game as soon as it starts i pull up the log screen that tells u the fps by hitting f3 and it is 12-14

fps and the game doesn't run well at all and i most definatly am not the smartest computer guy out there so i really don't know how to do somethings

Try running it using a lower resolution texture pack.

i know i have a java but where is the folder or whatever that u check to see what you have cuz i have a java but i don't know what

'C:\Program Files (x86)\Java' is where Java is installed by default. You should have either 'jre6' or 'jre7' inside the folder.

i have a jre7 in the folder my graphics card is Intel® HD Graphics 4000

There is your problem, your graphics card sucks. Integrated graphics cards usually cant handle even the simplest of games.

then how is it i can play my Starcraft game with extreme graphics set on everything while this game doesn't have the best of graphics

Looking at the spec's of your machine you may be able to run a virtual graphics card (google for it) and be able to play Tekkit at a better frame rate that what you are currently at, But at a loss of system resources for the virtual card.

Even games made out of blocks do require a decent graphics card.

The virtual graphics card will use up some of your 6gb ram to make the virtual card.
