Comments on Technicpack.net always closed?

I saw this today, and I clicked 'leave a comment', but comments were closed.

If comments are always going to be closed, why show it at all?

I don't know if this is a bug, an oversight or a deliberate decision, so any insight would be great!

Could be the site's software that they don't intend to use. Plus they may eventually open comments (Although I don't have any idea why) on something.

I believe it is a part of the coding of the site and thus is difficult/impossible to remove (as Adlersch mentioned).
