So yeah, title says it all. My Tekkit server with WorldGuard is simply not enough, somehow they always get around it and grief it. I presume they're using Red matter tools or morning star, or even infernal armor. Who knows.

Does anyone have any suggestions on how to stop this? I really don't want to ban those items, since they're a huge part of Tekkit.

Whitelist your server and ban the ones that do this, check their ban status on other servers before approving anyone joining your server, I saw a nice little tool on minecraftforum right there, it scan the name of the players and report if its banned on any known server ban lists (there's quite a few, the one I know is mcbans but I know there's are some others too) this is the priority tool I will use when I decide my server to be open or not (not sure yet, still love the small private friends and family thing, don't have to do a OP and admin job too much and don't want to do it either.

Yup, looks awesome, I'm not sure if it really validate the account name on minecraft.net, that would be a big help because some of those hacked clients allow the users to change their name, so if they give you a fake username that would normally not validate on minecraft.net you can know why there's no bans on any of the sites, its probably a brand new name they choose because they were banned too many times. I would suggest that Mojang keep a list like that in their records, that would help a lot of server admins, but at same time, Mojang don't really care about griefers, they pay big money for their accounts (some griefers get a new Minecraft account as soon as they are banned, most of them are from filthy rich parents that don't care about education of their kids and give them wathever they want...)
