Try deleting the .techniclauncher folder and reinstalling

have you manually added any mods?

Make sure you are using the correct Java. From the looks of it you probably need 34 bit (x84)

I have not received a prompt to update my launcher lately. So I can venture a guess that my launcher version (1.0.1.3) is the current version. If OP made a mistake, it was a very bad typo. (can't help but giggle a little bit :] )
