"64" is not an operating system. "Windows 7" or "Windows Vista" would be an operating system that Technic can run under.

"uptodate" is not a version of Java. "7u7 64-bit" is the current version of Java that Technic requires.

This error message (and its solution) are covered in the Common Problems and Solutions thread. Specifically, the section will tell you your Java install is corrupt. You'll need to uninstall all versions of Java, and then install the correct version from here: http://javadl.sun.com/webapps/download/AutoDL?BundleId=68736

Also, malwhere isn't even the correct spelling of malware, never mind an antivirus.
