That depends, Is the temperature measured in Fahrenheit, Celsius, or Kelvin?

If it's Kelvin you may have a slight problem with the universe being broken.

But to answer your actual question, no, it just means that you have more cooling than you need.

I wouldn't go as far as "Your universe is broken", it's just that the inside of your reactor has less particular vibration than.. none...

Actually, I'd go ahead and start worrying about your universe's warranty.
