Grief prevention & Tekkit Classic?

I've been trying to make spawn grief impossible, but I just can't seem to do it correctly. People can still use Catalysts in my spawn. I'm trying to use TekkitRestrict and WorldGuard together, but it's not working. Can I have some assistance?

You might want to look into this, but I am not sure if it will work for your intended version of minecraft.

Bit of a dumb suggestion. but the plugin that allows people to protect their bases with the golden shovel. Well, that mod has bit where admins can protect places like spawn, shops ect.

I think only Nukes can destroy this way of protection but im guessing you will be banning Nukes due to lag?

I'm not sure how you would do this, but could you set up a command to constantly wipe the inventory of everyone in a certain radius around spawn? You could make a giant wall around it with various entrance points to warn players that their inventory will get wiped past that wall, and ender chests near every entrance for them to store their stuff if they want to go into spawn.
