Friends cant connect to my modpack server

So i have port forwarded 25565 and fixed my server: https://dl.dropboxusercontent.com/s/2i8npiwz0ewirch/Server.rar so i can join through my modpack: http://www.technicpack.net/modpack/the-dungeoneers.831365  but when my friend tries to join they get this:http://java.net.connectexception error message 

i would love some help :l

Assuming you are hosting this at home:

• Verify that the firewall on the system hosting the server has the proper ports open. This will be done through the firewall settings or by disabling the firewall (at least to test).
• Verify that your router has the correct port forwarded to the system hosting the server. This can be accomplished after the first step by starting the server and using http://canyouseeme.org/ to verify that the port is open.
