Mod Pack Issues

Ok I have a mod pack called Private Core Mod Pack and I cant seem to get it to download I have updated it many times and changed the URL a few times. I use drop box here is my current link https://www.dropbox.com/s/9xxeahtq3cwfur9/Pcore%202.1.rar?dl=0, please help me with this as I cant get this problem solved I have tried many times to fix it so I came here after all my attempts have failed.

Technic can't use .rar files, re-compress and re-upload as a .zip

 

Dropbox rules, courtesy of Plowman:

• Change the "www" to "dl"
• Change the "dropbox" to "dropboxusercontent"
• Remove any "?dl=0" or "?dl=1" from the end of the URL (including the question mark and anything after it)
