Update failed for 3.1.3

Operating System: Windows 7

Java Version: 6

Description of Problem:

When I choose to update to 3.1.3 I click log in, and it says "There is a new version of Tekkit would you like to download?" I click Yes and it says Backing up Previous build and then I get a popup that says "Update failed" almost instantly, but if I choose the next version before this it works just fine. I tried the solution where you place the minecraft_1.2.5.jar into the cache folder but it still didn't work.

I updated Java to the newest version, and I still get the same error. It also seems that when the update fails, it removes all mods, because if I get the update failed,and then still continue to play, it reverts it back to vanilla MC...

And, check your antivirus and firewall, try turning them off.

My antivirus and firewall are both off, if they were on, I wouldn't be able to download the other updates. But they are both off regardless.
