It can't be in Tekkit because I don't remember why but I know there's something about it somewere and it's not the Technic devs fault.

That would be its instability in a multiplayer environment, as well as issues with Forge version compatibility (that last one I'm not so certain about).

It's not an SMP mod, thus adding it to Tekkit is only useful if you play Tekkit SSP.

Mo' Creatures is SSP, and can be made to work with Bukkit. Unfortunately, it is extremely buggy. You can crash from riding a horse into water...
