Launcher always grabbing scala ( taking very long time )

Hi, I have a problem with technic launcher itself.
Every time I launch a modpack, it starts to grab scala and other libraries ( the green download bar in the bottom center of the window ).
It takes 7-10 MINUTES to download them EVERY time. WHY? Can't you just cache them? It's totally pointless!
I'm on Fiber, 350Mbps download ( according to speedtest.net ) so my connection is not an issue.
It's driving me crazy and wasting me 20 minutes each day...

I tried latest beta as well as latest table build.

Is there any way how to fix that?
Your help will be highly appreciated.

Well i don't know why you are having such issues my internet is worse than yours and it takes mere seconds. Maybe it is technic issue?

I have noticed this as well but it seems to come and go. I have been ignoring it for the most part and chalking it up to the people hosting the file.

I'm having this issue... when launching Vanilla from the Technic Launcher...

It grabs the files EVERY time.
