Unable to Post In 'Technic Launcher Bugs/Problems'

I've just signed up for an account to ask a question regarding a Launcher Problem, but I am unable to do so (I don't have the privileges).

It occurred to me that new users might have a cooling-off period until they can post in certain sub-boards, but I was unable to find anything describing that in the forum stickies (though, of course, forgive me if I've missed it).

What might the reason be for this?

Use that picture a lot, don't you. Someone should make a counter for how many times that's been used and put it somewhere noticeable. Or just make the page actually look like that, which would be funny interesting.
