My tekkit server isn't loading the mods.

I have been trying to fix this for some time and well I don't think I'm getting anywhere. When I start up my tekkit server almost everything works, I can join the server and all that but non of the mods are showing up ingame (ex. oil and mod ores). When I go into single player it all works but as soon as I use my server it all doesn't load and I get nothing but vanilla minecraft, things like treecapitator don't work as well. I don't know if I'm missing something, like as if I had to load the mods into the server.

p.s. I downloaded the server straight from the technic website (https://www.technicpack.net/modpack/tekkitmain.552547).

How are you starting the server?
