Modpack not loading mods

Basically Ive been trying to fix my modpack so that mods would actually load into it but every attempt didnt work out. Anyone know anything I could do? The version of Minecraft is 1.7.10

Don't zip the folder containing the bin/config/mods folders. Zip those directly.
