So I presume I have done everything correctly, 1st i extracted the same version of forge into the bin folder and renamed it modpack.jar then i put my mods and config in the root directory (outside the bin folder) then my custom files like custom main menu so forth, i zipped it up uploaded it to dropbox submitted it on Technic and then downloaded it and i have reinstalled it 5 times but it keeps loading vanilla minecraft its 1.12.2. Im very confused in i tired floping the minecraft and the modpack names around in the Technic directory but that just crashed the whole thing does anyone know a fix?

Modpack name? Screen shot of the install directory? Logs? Gonna need some more info here. At its most basic, the structure should be this

Try having just that, and then if that works add in whatever else you need

Since you are using 1.12.2, you are probably using Latest/Recommended Forge. In this case, you need to use the INSTALLER renamed to modpack.jar as forge. Do NOT extract it.
