Modpack wont install properly

iv been trying to make a modpack for 1.12.2 all the mods download through the launcher and i see that modpack.jar file is put into the bin folder of the install location but forge still wont load for some reason i am using the universal version of forge.

this is the file its downloading from. yes i have dl=1 in the actual modpack settings

Use the installer if you are using the most recent forge version, otherwise downgrade to 2847 and use the universal. Forge made some changes, but the most recent releases for 1.12.2 do not contain any changes to forge itself.
