When trying to start my modpack it opens in vanilla not forge

When starting my modpack it starts up as vanilla minecraft not forge, all the files are in the right folders according to the three tutorials ive watched and ive zipped the bin, config and mods folders together

Forge changed things with 2854 and newer, you must use the Installer now, not the universal. You still need to re-name it to Modpack. And don't run the installer, just re-name it.
