Technic Modpack Launching In vanilla

A Modpack i created opens in vanilla when i try to open it, i Have already tried numerous guides to no avail.

Just going to paste what I have done a dozen times now:

Forge changed things with 2854 and newer, you must use the Installer now, not the universal. You still need to re-name it to Modpack. And don't run the installer, just re-name it.
